The rural communes of the Elbląg have an important agricultural and tourist function. An important factor in the transport accessibility of Warmia and Mazury is the infrastructure related to border crossings, the quality of which affects international cooperation and activation of border areas.

Characteristics of the Transport System:
- The public transports of the city of Elbląg ensure good accessibility and is mostly well adapted to the needs of people with disabilities;
- Within the FUA there is a very large differences in access to the public transport system between cities and rural communes, and a very large variation in its quality (number of trips, communication, transport service on days off and festive holidays);
- Particularly visible are the differences in the level of transport accessibility between the centre of Elbląg (very good accessibility), the peripheral areas of the city (medium or poor accessibility), and rural areas (poor or very poor accessibility);
- The transport system consists of urban bus and tram transport, regional bus transport, rail transport. The city of Elbląg is the providers of public transport. The city has a city-owned port which does not play a transport role.
Needs of the Functional Area:
- Raising awareness and changing mobility behaviours
- Need to integrate different carriers (timetables, coordination)
- The need to reduce vehicle traffic and change the modal of travel
- Reduce dependence of further economic development on the sphere of mobility
- Increase the availability of parking spaces
- Strong need for cross-border integration of connections
Institutional capacity assessment:
- The Department of Strategy and Development of the Elbląg City Hall is responsible for coordinating the SUMP, which has extensive experience in the preparation of strategic and program documents, including the identification and involvement of relevant stakeholders. The document will be developed in cooperation with FUA municipalities, based on good practices in the development of supra-local strategic documents in the EU perspective 2014-2020. The Elbląg City Hall is a large institution with appropriate staff and specialized municipal units, which corresponds to the size of the city of Elbląg (over 100 thousand inhabitants), as well as its position in the settlement structure and on the economic map of the country– until 1999 it was the seat of the Elbląg Voivodeship, and currently it is the second center of the Warmian-Masurian Voivodeship after Olsztyn.
Interesting facts:
- Elbląg boasts a decades-old commitment toward sustainable mobility, combining infrastructure changes with promotional and informational activities, including family bicycle tours, bicycle orienteering events within the city, workshops on urban bicycling, meetings at schools, a women’s cycling day, the European Car-Free Day.
