A very large area comprising the communes of two provinces / voivodeships (Podkarpackie and Świętokrzyskie) and four districts: Tarnobrzeg, Stalowa Wola, Sandomierz and Nisko, as well as the city Tarnobrzeg with district status itself. It is located in the north-western part of the Subcarpathian Voivodeship and the south-eastern part of the Świętokrzyskie Voivodeship.

The area is historically of great economic importance on the scale of the whole country, and now the region. It is also characterized by important from the point of view of nature and culture as well as tourist values. It was created by merging the functional areas of four cities, including Tarnobrzeg and Stalowa Wola, which are sub-regional centres for the northern part of the Podkarpackie Voivodeship.

Characteristics of the Transport System:
- The transport system of Czwórmiasto FUA is based on three subsystems of urban transport (Tarnobrzeg, Sandomierz, Stalowa Wola), organized public transport in the districts of Stalowa Wola and Nisko, and several dozen uncoordinated enterprises providing transport services in the field of collective passenger transport.
- Czwórmiasto FUA is currently investing in improving the accessibility and modernization of the infrastructure of their own transport systems. Both Tarnobrzeg and Sandomierz have made progress in ensuring that public transport systems are accessible to people with disabilities. In Tarnobrzeg, all buses in the public transport system are low-floor. Bus stops are adapted to the needs of people with disabilities in 85% of places. Since 2020, 6 new buses have been introduced in Sandomierz. Today, more than half of all the city’s buses are low-floor.
- Stalowa Wola has made a significant move towards environmental sustainability by introducing electric buses.
- There are intensive commuting links among the main centres of the Four City Initiative, as evidenced by the relatively high level of mobility of staff and learners.
- Strengthening transport links within the area will result in even greater economic integration of the area.
Needs of the Functional Area:
- Improving the accessibility of peripheral areas of the Czwórmiasto FUA
- Increasing the frequency of public transport,
- Integration of various means of public transport through the construction of new interchanges in different places of the functional area (railway, city bus, suburban bus),
- Introduction of solutions towards tariff integration of various means of public transport, in particular among numerous private carriers – preferring the development of the system created in the Stalowa Wola and Nisko districts,
- Development of low-emission transport through the modernization of the bus fleet.
Institutional capacity assessment:
- The agreement between Tarnobrzeg, Stalowa Wola, Nisko and Sandomierz was concluded on 5 April 2019. The rationale for the partnership was to establish cooperation and implement joint projects for the development of the cities and the Region, including jointly seeking opportunities for financing these projects from national and European funds. The Four-City Association has been formally registered with the National Court Register.
Interesting facts:
- The Four-City Initiative (Inicjatywa Czwórmiasto) is the result of a bottom-up cooperation process supported and conducted by local governments.
- Areas of cooperation include i.a. mobility, environment, culture and education.
