The area proposed for the implementation of the SUMP includes the Tarnów Agglomeration, which includes municipal governments from the north-eastern part of the Małopolska Voivodeship. It consists of 17 territorial units, which are the cities and communes: Tarnów, Dąbrowa Tarnowska, Ciężkowice, Radłów, Ryglice, Tuchów, Wojnicz, Zakliczyn, Żabno, Tarnów commune, Lisia Góra, Pleśna, Rzepiennik Strzyżewski, Skrzyszów, Szerzyny, Wierzchosławice and Wietrzychowice. The functional area also includes the communes of the Tarnów County (except for one, i.e. the rural commune of Gromnik) and Dąbrowa Tarnowska located in the Dąbrowa County.

The area is located in the eastern part of the Lesser Poland Voivodeship. The city of Tarnów used to be a voivodeship city and now it is a strong sub-regional centre. Tarnów is an important industrial, service and transport hub.

Characteristics of the Transport System:
- Tarnów is located at the intersection of railway lines, south of the A4 motorway. The city is served by a public transport company owned by the city. Regional transport is operated by dozens of small private companies.
- The transport system of the city of Tarnów ensures equality and affordability in terms of gender, age and fitness level of travellers.
- The accessibility of public transport for people with disabilities is much worse in rural areas of the functional area – some localities are served only by carriers who provide transport by minibuses and vehicles not adapted to the needs of people with disabilities.
- The bus stop infrastructure, apart from stops in the centres of communal villages and cities of the functional area, is not adapted to the current standards of passenger service and requires modernisation.
- Poor integration of public transport in terms of interchanges and coordination of bus and train timetables.
Needs of the Functional Area:
- The need to build interchanges, tariff integration and better passenger information

- Implementation of the parking policy,
- Construction and connection of existing bicycle paths into a coherent network,
- Construction of the eastern bypass of the city of Tarnów.
Institutional capacity assessment:
- The Tarnów Agglomeration Association is responsible for coordinating the preparation of the SUMP for Tarnów Affiliation, which shows great commitment to the preparatory works. The above-mentioned unit has experience in coordinating and preparing strategic documents concerning the Tarnów Agglomeration. Other departments of the Tarnów City Hall also have great potential, whose knowledge and experience can and should be used in the development of the SUMP plan.
